CUPE is proud to present the 2025 National Literacy Award to Lisa Chetwynd, Christina Huggins, and Shirley Ann Feculak – members of CUPE 204 who are trustees for the Recruitment, Retention, and Education Fund.

CUPE has been on the forefront of literacy work in the labour movement for over 20 years. At every National Convention, the award is presented to an activist or organization that champions workplace literacy, clear language, and life-long learning.

The Recruitment, Retention, and Education Fund (RAF) was started in the mid-1990s as a joint effort between the local and the employer to offer English as a second language courses for members. Over the years, the fund has grown to include other CUPE locals in Manitoba, and its mandate has been expanded to cover other educational programs and workshops, helping members upgrade their skills or obtain certifications that will further their careers.

CUPE 204 president Margaret Schroeder accepted the award on behalf of the Fund trustees.

“This is a classic example of how a large number of members can contribute a small amount to make big things happen,” said Margaret. The Fund supports members “who want to improve themselves to get permanent jobs, better jobs with better wages, and it has worked so well over the years.” Since 2015, the fund has helped nearly 600 members realize their learning goals.

“I personally am a recipient of funding from the RAF,” Margaret continued. “As a health care aide, through the funding from the RAF, I was able to get a two-year certificate program.”
