That priority be given to continue moving National Defence Fund expenses into the General Fund when possible, and that the Strike Fund/National Defence Fund per capita per cent split be reviewed at the 2003 National Convention.

These measures would lead to continued growth and strength in the Strike Fund. The National Executive Board has already adopted a policy of moving National Defence Fund expenses into the General Fund when possible. For example, in 1997-1998, the Board transferred a total of $1.5 million in National Defence Fund Programs to the General Fund. In June 1999, the Board transferred legal and arbitration expenses ($1 million) to the General Fund. And for the 2001 fiscal year, some of the major organizing expenses, previously paid from the National Defence Fund, have been transferred to the General Fund.

Continuing to move expenses into the General Fund would open up the possibility of a new per capita split. This new split would favour the Strike Fund even more than the current recommended split, and result in increased income to that Fund.
