That the National Defence Fund be split into two funds:

  1. A National Defence Fund for cost-shared, national and major organizing campaigns.
  2. A separate Strike Fund to cover strike benefits, strike averting campaigns and interest arbitration costs.

During its consultations, the Defence Fund Task Force repeatedly heard that CUPE members would be better served by having two separate funds for different forms of defence.

The Board recommends that a separate Strike Fund be set up to be used solely for strike pay and benefits, strike averting campaigns to help bargaining groups defend the members without having to take strike action, and interest arbitration costs for groups that don’t have the right to strike.

A distinct National Defence Fund will be used solely for other types of campaigns (cost-shared, national and major organizing) that have also proven to be effective ways to defend the rights of CUPE members.
