CUPE reaches landmark agreement with important pay equity settlement for aquatics workers in Terrebonne

CUPE 2326 and the Ville de Terrebonne signed a new collective agreement this morning for employees in the aquatics department, covering sixty lifeguard-swim instructors as well as reception staff. This unit is part of three certifications held by CUPE 2326. 

The previous collective agreement, which expired December 31, 2023, will now be replaced by a new five-year contract, covering 2024 to 2028. The new agreement includes wage increases of 3% in 2024 and 2025, followed by increases of 2.5% in 2026 and 2027, indexed to the Consumer Price Index (CPI) up to a maximum of 3%, and an increase of 2.5% for 2028 with a me-too clause for parity with inside workers. In addition, a wage catch-up increase of 10.5% was awarded to reception staff. 

The tentative agreement, which was ratified by members at a union meeting on April 26, 2026, includes many other important improvements to working conditions, such as the addition of breaks to schedules, an increase in vacation entitlements and the introduction of a seniority bonus for permanent, full-time employees. 

Better still, this agreement brings closure to an important pay equity file. The withdrawal of the employer’s challenge in this case allows for a wage adjustment of roughly 4% for instructors, retroactive to 2010.
