Although most water distribution and supply is publicly owned and operated in the rest of the Regional District of Nanaimo B.C., the water distribution system in the small community of French Creek has been owned and operated by a private company (Breakwater Enterprises). Epcor recently purchased Breakwater and has applied to the B.C. government for permission to continue private operation of the French Creek water system. C.U.P.E. Local 401 (Nanaimo Civic) made a submission to the provincial Comptroller of Water Rights, arguing against privatisation of French Creek water services.
