Persons interested are invited to apply for the temporary position of Property Manager to work in the Administration Branch of the Finance and Administration Department, located at the National Office of the Canadian Union of Public Employees in Ottawa, Ontario. This assignment will commence on July 25, 2025 and is expected to continue until August 31, 2026.
GENERAL FUNCTION
Under the direction of the Director of Property Management, the Property Manager (Properties) will be responsible for the day-to-day administration of CUPE’s leased and owned office facilities across Canada. This position requires extensive knowledge in the field of property and lease administration within a commercial real estate environment.
The key responsibilities of this position include the management of CUPE property assets, including the development and implementation of programs covering preventive and corrective maintenance, health and safety, security and asset protection, energy and environmental assessments at all locations to ensure that facilities are safe and functional for CUPE employees and that they are operated cost effectively. The Property Manager (Properties) is also responsible for the management of capital and operating projects and processes, including contractual, financial, and technical/engineering aspects, as well as monitoring of assets viability and utility through life cycle management principles, recommendations on capital improvements and redevelopment to ensure optimal utilization of lands and buildings in accordance with CUPE real estate objectives and goals.
SUMMARY OF DUTIES
Under the direction and supervision of the Director of Property Management, the Property Manager (Properties) will assist in the following property management tasks and responsibilities:
- Develop and maintain an inventory of both leased and owned premises including a schedule for capital improvements which addresses future replacement needs and replacement reserve requirements, as well as a schedule for anticipating and planning lease renewal and potential relocations.
- Develop and maintain standards for both CUPE leased and owned premises including space planning, finishes, furniture, building systems, equipment, and building performance standards.
- Oversee and manage construction projects, including leasehold improvements, capital replacements and repairs, and new construction, working closely with contractors and consultants, on all aspects of any construction projects including site selection, tendering process, design meetings, LEEDTM objectives, budget preparation and monitoring.
- Analyze and negotiate leases with Landlords at lease commencement, term extensions, lease termination and maintain ongoing liaison with landlords.
- Provide an analysis of potential sites for relocation of leased premises and preparation of associated budget of costs.
- Coordinate and arrange for the design/construction/furniture requirements of any interior alterations to the premises in conjunction with and in consultation with the Regional Director.
- Provide input, implement and administer building maintenance programs including preventative maintenance programs for all major building components.
- Prepare annual forecasts of operating costs based on regularly scheduled maintenance programs including capital replacements.
- Provide management and coordination on all aspects of insurance administration including claims submission and investigation of accidents.
- Provide management and coordination in the administration of maintenance policies and office building system controls under the terms of green building practices and LEEDTM Canada requirements.
- Review landlord’s annual reconciliations of common area costs to ensure they are in compliance with the lease documentation and perform various lease management activities.
- Provide insight and manage the implementation of risk management policies.
- Other related duties as may be assigned.
QUALIFICATIONS
- Post-Secondary degree in Real Estate, Finance and/or Business Administration, or equivalent.
- A minimum of five (5) years of pertinent experience in a real asset property management environment. CPM (Certified Property Manager), RPA (Real Property Administrator) or Project Management designations are an asset.
- Experience with LEEDTM.
- Proven organizational and time management skills and the ability to establish priorities and manage multiple tasks in order to meet operational requirements and deadlines.
- Excellent written, oral and interpersonal communication skills in English.
- Knowledge and understanding of trade union values and principles.
- Experience working effectively, in a collaborative, diverse, and inclusive team-oriented environment.
- Customer-focused, with strong interpersonal skills and the ability to establish effective and harmonious relationships with internal and external partners and stakeholders.
- Highly self-motivated, self-directed and attentive to details.
- Demonstrated problem-solving and decision-making skills.
- Developed project management, analytical, administrative and budgeting/costing skills.
- Proficient with Microsoft Office Suite. Knowledge of MS Project is an asset.

CONDITIONS OF EMPLOYMENT as set out in the collective agreement between CUPE and the CSU National Office Component.
WEEKLY SALARY RANGE: $2,507.19 to $2,562.39**
