CUPE is welcoming applications for the temporary bilingual position of Human Resources Administrator to work within the Human Resources Department at the National Office located in Ottawa, Ontario. This assignment will begin immediately and is expected to continue until January 2, 2026.

Under the direction of the Staffing Administrative Officer, Human Resources Administrator provides administrative services to support the Staffing team and all CUPE staff.

SUMMARY OF DUTIES

Applicants must have experience in payroll processing or a similar role, should have a very good knowledge of general office work within a human resources department, and be able to perform with accuracy and minimum supervision, the following duties, among others: 

  • Process employee status changes and identify the resulting impact to payroll, benefits, pension, staffing, and other parties; and where required, provide written or verbal confirmation of changes, and update information in the HRIS database.  
  • Respond to enquiries or requests for assistance with tact and discretion, and in a timely and accurate manner and, when appropriate, refer more complex requests to senior staff. 
  • Manage data, which may include entering and updating information into automated systems, conducting quality checks of entries, extracting, and producing information for various reports, maintaining and updating appropriate mailing and other working lists, and updating spreadsheet content; maintain accurate and current archived filing systems; update library reference material; and update web content.
  • Perform general administrative functions including preparing standard correspondence for signature; use a bring forward system to follow up on actions as required; report to management as requested 
  • Calculate seniority dates and other important dates according to complex collective agreement language.
  • Keep abreast of changes to collective agreement language and ensure compliance with all collective agreements, procedures, processes, and guidelines. 
  • Liaise with various internal and external parties, which may include employees, members, and retirees, to seek, clarify, and disseminate pertinent information updates, communicate administrative processes and procedures, or provide annual year-end summaries. 
  • Set up, compose, type, proofread, and process to completion, and where required, send for translation on a timely basis: correspondence, reports, job postings, proposals, presentations, news releases, forms, and other documents; initiate follow-up where required. 
  • Perform other related duties, as assigned. 

QUALIFICATIONS

  • One to three years related work experience in a related field such as payroll or staffing, ideally in a union environment.
  • Business or Community College graduate in a relevant field or an equivalent combination of education and experience.
  • General knowledge of:
    • administrative policies and procedures;
    • CUPE political and organizational structure;
    • human resources services;
    • theory and practice of human resources administration; 
    • and understanding of trade union values and principles; 
    • and understanding of diversity and inclusion principles;
    • Internet research techniques;
    • databases and data management.
  • Ability to:
    • speak and write at an above average level in English and French;
    • communicate and collaborate effectively in a respectful and cooperative manner with the public, and with diverse CUPE staff, members, contractors, etc.;
    • perform finance and mathematical functions;
    • read and understand complex collective agreement language;
    • work with minimal supervision;
    • maintain confidentiality;
    • meet deadlines and/or establish priorities while working in a high-pressure work setting;
    • work with a high degree of accuracy and attention details;
    • keyboard/type at 50 wpm;
    • exemplify good organizational skills
    • solve problems, identify and correct discrepancies, and follow guidelines, where applicable;
    • use advanced MS Office Suite and learn new software.

CONDITIONS OF EMPLOYMENT as set out in the collective agreement between CUPE and COPE Local 491.

WEEKLY SALARY: $1,558.70 (plus 7% bilingual bonus)
