Qualified individuals are invited to apply for the bilingual position of Senior Research Officer (airlines and federally regulated workers) to work from the Research, Job Evaluation and Health and Safety Branch of the National Services Department at the National Office of the Canadian Union of Public Employees located in Ottawa, Ontario.

SUMMARY OF DUTIES

The successful applicant will be required to perform some, or all the following functions as directed by the Research, Job Evaluation and Health and Safety Branch Director:

  • Carry responsibility for the political, social policy, economic policy and collective bargaining research for CUPE’s airlines and federally regulated workforce;
  • Conduct surveys of wages, working conditions and fringe benefits;
  • Conduct, in cooperation with the Organizing and Regional Services Department and field staff, collective bargaining policy conferences for provincial, regional and occupational groupings within CUPE;
  • Liaise with sectoral coordinators in developing effective coordinated bargaining;
  • Liaise with provincial divisions, jurisdictional committees, regional directors and staff in developing effective responses to legislative and social policy changes;
  • Provide necessary information to local and regional bargaining units and staff to substantiate collective bargaining goals;
  • Practice inclusive research and ensure equity and representation throughout the work;
  • Be able to work collaboratively with diverse teams;
  • Prepare and present briefs to interest arbitration boards, boards of conciliation, boards of enquiry, and government hearings and commissions;
  • Advise staff and local unions on specialized aspects of collective bargaining, e.g. employee benefit plans;
  • Train and assist CUPE field representatives and membership in research methods and techniques;
  • Prepare policy statements, articles, and other documents for CUPE Officers, staff and CUPE publications.

QUALIFICATIONS

  • University graduate with specialization in statistical and analytical research, or equivalent experience.
  • Understanding of the airline sector in Canada.
  • Knowledge of federal legislation as it applies to the federally regulated workforce.
  • Demonstrated understanding of political landscapes and the ability to navigate complex political environments.
  • Demonstrated ability to analyse and respond to political, economic and social policy and legislation.
  • Demonstrated ability to work cooperatively with union committees and assist in the coordination of public campaigns.
  • Demonstrated ability in research, including the ability to develop information data banks.
  • Thorough knowledge of the collective bargaining process, with reference to the federal public sector.
  • Ability to work effectively with diverse CUPE staff and membership.
  • Demonstrated communication skills, both written and oral, and an ability to write clear, orderly, well-documented statements and briefs.
  • Familiarity with computers, word processing and database software.
  • Experience in and commitment to the trade union movement.
  • Knowledge and understanding of equity issues and human rights, and the intersectional challenges impacting equity deserving groups.
  • Ability to read, write, and speak in English and French.
  • Free to travel and work weekends and holidays, as required.

CONDITIONS OF EMPLOYMENT as set out in the collective agreement between CUPE and
the Canadian Staff Union National Office Component.

WEEKLY SALARY RANGE: $2,558.57 to $2,639.59 (plus 7% bilingual bonus)
