Since the beginning of June, per capita staff has initiated a process for collecting outstanding per capita payments from locals that are in arrears in excess of three months. In conjunction with the monthly arrears report, pre-printed per capita forms are generated for each local in arrears. They, along with a covering letter, are sent to each local unions secretary-treasurer. The response has shown this practice to be very effective. It has brought in $666,275 in per capita arrears.

The July 2002 per capita arrears total (as at September 16) is $10,837,215, a $24,266 decrease from June. The overall arrears figure per member, based on the December 31, 2001 twelve-month average membership of 521,572, is $20.78.
