The work environment is becoming increasingly more explosive at the sector 1 public works department in Laval, where outside workers have spoken out against the city’s outdated, authoritarian approach to labour relations.

Over the past two years, there has been a spike in unfortunate and worrisome situations, in spite of the fact that the union executive has repeatedly taken up such matters with City management.

This has resulted in offensive behaviours by managers in their dealings workers, which has caused tension in the garage where close to 40 employees work.

In addition, inconsistencies in labour relations have given rise to disciplinary notices, grievances and numerous legal challenges that could result in additional expenses for Laval taxpayers.

Beyond the financial costs, the union also deplores the psychological distress affecting some workers. The Centre intégré de santé et de services sociaux de Laval (CISSS) recently intervened with personnel following an incident that took place in early November. Several employees availed themselves of this psychological assistance.

The union sent a letter to City management asking them to act promptly and appoint a mediator from the Ministry of Labour to determine the extent and causes of this unhealthy working atmosphere. The City categorically denies that any such problem exists within the department and contests the legitimacy of turning to the Ministry to resolve it.
