Applications are invited for the temporary bilingual position of Business Analyst within the Information Technology Branch of the Finance and Administration Department at CUPE’s National Office located in Ottawa, Ontario. The initial term of this position will run until December 31, 2020. This position is anticipated to be extended as the tenure of this position is reviewed annually in the fall and in conjunction with CUPE’s annual budget and planning process.

GENERAL FUNCTION

Under the direction of the Director Information Technology or her/his delegate, the Business Analyst is primarily responsible for the analysis, conceptual solution design, and documentation of requirements in accordance with industry best practices and trends, and aligned to CUPE’s Vision and Strategy for IMIT. Much of this position’s work is carried out on a project basis.
The Business Analyst is responsible for a full range of activities which ensure the operational effectiveness of the IT Branch in the support of the delivery of CUPE’s programs.
  

The Business Analyst will analyze, and document workflow and processes, and elicit requirements for new IT solutions, or enhancements to existing technology, and make appropriate recommendations that will positively impact operational effectiveness. The Business Analyst will be the functional expert on the specified applications and the primary point of contact between the departments/branches and the development team.

SUMMARY OF DUTIES

  • Work directly with appropriate CUPE staff to understand project concepts, objectives and approaches.
  • Work with project sponsors, department/branch point of contacts and development team to define project scope and objectives, and to take assigned projects from original concept through final implementation.
  • Work with the development team (internal, staff/external vendors) to create project schedules and prioritize and track requests (changes, enhancements, etc.) and coordinate the Change Control Process.
  • Conduct project meetings as required.
  • Work closely with CUPE staff and others to identify and maximize opportunities to use information and technology to improve product, service and/or program functional area processes.
  • Review, analyze, and create detailed documentation of user needs, including workflow, program functions and testing scenarios.
  • Consult with CUPE staff to determine functional and technical requirements for specified applications.
  • Coordinate the development of all approved versions of functional specifications for specified applications; review use cases and other technical documents with IT project staff to ensure functional area requirements are adequately reflected in technical planning documents.
  • Analyze the functional area’s activities and trends and compare analyses against the best practices where meaningful; present findings and work with the functional area point of contact and other staff to identify and implement strategies that will address their needs.
  • Define, develop and implement quality assurance practices and procedures, end user test plans (purpose and deliverables of testing) and other user acceptance test assessments.
  • Work with project resources to establish purpose and deliverables of the test effort, as well as conduct testing to meet project timelines.
  • Ensure that all tests are conducted and documented according to the standards agreed upon by the functional area and IT.
  • Be responsible for ensuring that all documentation accurately reflects the current status of changes and outstanding issues so that functional area requirements reflect application features and functions.
  • Manage specific application quality assurance including the tracking of bug reports and change requests and ensuring their timely resolution.
  • Coordinate groups of functional area staff who test, evaluate and validate new functions and applications, and identify issues in software or services.
  • Assist with the identification of training and development requirements of the functional area.
  • Present findings and work with the functional area point of contact and other staff to design and implement training and development initiatives that will continuously upgrade the skills and capabilities of staff in the functional unit and CUPE overall.
  • Other related duties as assigned.

QUALIFICATIONS

  • College diploma or university degree in a relevant domain such as computer science, business administration, etc.
  • Minimum of 10 years’ experience performing business analyst functions in diverse organizational domains.
  • Minimum of 2 years’ experience in a union or not-for-profit environment.
  • Proven requirements elicitation skills using various facilitation techniques (in small and large groups).
  • Proven analytical skills, including the ability to gather clear requirements and create functional specifications, as well as an ability to develop, document and maintain detailed process flows.
  • Minimum of 5 years’ experience documenting requirements using Use Case techniques.
  • Minimum of 5 years’ experience in process modeling using BPMN methodology.
  • Minimum of 5 years’ experience in using storyboarding and other techniques for validation of requirements.
  • Experience in analysis and reporting, communication and presentation, relationship building, influencing, problem solving and decision making.
  • Advanced skills in Microsoft Office applications, specifically Word, Excel, PowerPoint, and Outlook.
  • Knowledge of UML.
  • Knowledge of MS Visio and MS Project.
  • Knowledge of TFS and/or Azure DevOps, Visual Studio.
  • Experience working with Financial systems and/or HR systems is an asset.

YEARLY SALARY:

$110,267.04 (plus 7% bilingual bonus)
