A group of workers can’t be a union unless they have a set of bylaws. Bylaws are rules and procedures for making decisions, choosing leaders and handling the local’s finances, among other things. This sample set of bylaws gives you a starting point to create or change your own local’s bylaws.

All CUPE locals’ bylaws must be approved by the CUPE National President’s office. We do this to ensure that any local acting on behalf of CUPE members is acting in accordance with CUPE’s constitution, which requires locals to be democratic and open.
