Blue Summit: Canada needs a federal water policy

Canada is in a state of confusion and gridlock when it comes to protecting water resources, says Ralph Pentland. Pentland is the acting chair of the Canadian water issues council at the University of Toronto. He has worked on water issues, both in Canada and internationally, for more than 30 years. As part of his work, he helped develop a federal water policy. Panel moderator Morna Ballantyne kicked off the Blue Summit's first plenary discussion by asking Pentland what governments have done - and must do - to protect water.
