  1. Taking a more aggressive approach to per capita arrears. The National Executive Board will review the possibility of including more severe penalties in the CUPE Constitution for locals in arrears. The Board will also recommend that the incoming National Executive Board amend the National Defence Fund Regulations to reflect the current policy preventing the release of cost-share campaign money and legal fees to locals in arrears.
  2. Improving the evaluation of cost-shared campaigns to eliminate duplication and ensure sharing of information.
  3. Ensuring locals are better educated about the current uses of the National Defence Fund.
