CUPE tells Goodale: quit starving the provinces

Meanwhile the federal government's budget surplus is heading towards the $8 billion mark. In this letter to Finance Minister Ralph Goodale, CUPE National President Paul Moist argues it's time to rejig the transfer payment system between the federal and provincial governments.
