Local 454, representing 700 inside, outside and recreation workers in Delta, B.C., held a study session Monday morning to send a message of defiance to their employer.

Without a contract since last year, the local promised further job action if management did not back off from its demands for concessions. Negotiations broke off last week after municipal negotiators issued an ultimatum that the union accept concessions in four areas including hours and shop stewards.

We will hold off from any full scale action that would hurt residents as long as possible, promised local president Joe Badali. But pressure must be put on the Corporation to tell its negotiators to bargain and not bark.
