Toronto Mayor David Miller will give the keynote speech at the CUPE National Convention Oct. 15

More than 2000 delegates from across Canada - including municipal workers from dozens of cities and towns - will be listening.

Miller is expected to discuss the problems of under-funding for municipalities across country.

The Federation of Canadian Municipalities says the gap between what’s needed to improve and repair Canada’s municipal infrastructure and what’s available is around $60 billion.

Miller may also talk about social services, education and health care.
