Public Services International (PSI), of which CUPE is a member, has protested to the government of Colombia following the military occupation of the installations of EMCALI and attacks by the army against PSI-affiliated trade union members.

EMCALI provides water, electricity and telecommunications services to the city of Cali, which has 2.5 million residents.

In January this year SINTRAEMCALI, which represents workers at the utility, reached an agreement with the municipality and government of Colombia to keep the company in public hands. But the new president of Colombia, Alvaro Uribe, has now sent in troops to break up union meetings and occupy company installations.
